Cardano founder Charles Hoskinson has offered a bullish assessment of the Clarity Act following his recent engagement with U.S. policymakers. He said continued crypto investment and industry discussions could help push the legislation over the line in September.
Speaking in a recent interview with David Gokhshtein, Hoskinson said the bill has undergone significant changes. He added that he has been involved in efforts to improve it.
“Crypto money is coming in, and that keeps things like the Clarity Act alive,” Hoskinson said. “I’ve had many conversations to try to get it into a better shape.”
He is now looking toward a potential September 15 deadline. He added, “Hopefully September 15th, we’ll actually be able to get it over the line.”
His comments show Hoskinson remains bullish rather than bearish on the Clarity Act. This optimism comes particularly after recent discussions involving crypto industry leaders and U.S. lawmakers.
He’s the Right Man for the Job
Hoskinson also expressed strong support for SEC Chair Paul Atkins, whom he said he has known for some time. He also said he previously interacted with Atkins at Cardano events.
“I’ve known Paul Atkins for a while,” Hoskinson said. “He’s the right man for the job.”
He argued that Atkins does not approach crypto from an anti-industry perspective. Instead, he said Atkins sees digital assets as strategically important to the U.S.
“He doesn’t hate cryptocurrencies,” Hoskinson said, describing crypto as “vital for the nation’s growth” and capable of helping “globalise American power.”
The Bull Market’s Coming
Hoskinson also pointed to the atmosphere around Jackson Hole, which he described as “the Bilderberg Group of Crypto.” He underscored meetings involving Ripple CEO Brad Garlinghouse, Binance co-founder CZ, Senator Cynthia Lummis and Senator Tim Scott. Discussions focused on the Clarity Act and the future of financial markets.
“We got our pep back on our step,” Hoskinson said. “The bull market’s coming, and we all feel it, we all taste it.”
He previously told the Wyoming Blockchain Symposium that the bear market is temporary and another bull cycle will follow. However, he warned that the next cycle needs a stronger value proposition than speculation alone.
What If Clarity Passes in September?
If the Clarity Act clears Congress in September, Hoskinson’s comments show he expects regulatory certainty to boost institutional confidence. He also expects it to provide a broader foundation for the next crypto cycle.
That bullish outlook, however, comes as ADA trades around $0.20. The token remains well below earlier 2026 levels and has slipped to roughly No. 18 by market capitalization, with a market value near $7.5 billion. Cardano’s DeFi TVL has also fallen about 92% from its 2024 peak. Right now its $58.01M as per Defilama.
For the broader market, a September Clarity Act passage could therefore become an important regulatory catalyst. However, whether that translates into a sustained bull market will ultimately depend on capital flows, adoption and the strength of crypto’s underlying use cases.
